Roy Soto, PE, PMP is a project management and engineering leader with more than 25 years of experience leading complex programs, multidisciplinary teams, and organizational improvement initiatives across transportation, infrastructure, public health, utilities, consulting, and entrepreneurship. He currently serves as PMO Director at the Virginia Department of Transportation, where he supports project management practices, tools, training, and schedule oversight across a large statewide capital program.
Roy brings broad leadership experience in project, program, and portfolio management, along with active involvement in nonprofit governance and cross-sector strategy. In addition to his public-sector leadership, he is Partner and Strategic Advisor at Ideas Public Relations & Event Planning, and Co-Founder and Board Member of Healthcare Alliance for Medical Education. He also contributes to the advancement of the profession through service with PMI, AASHTO’s Technical Committee on Project Management, and the NCHRP Domestic Scan team.
A licensed Professional Engineer and Project Management Professional, Roy is recognized for strengthening project delivery performance, advancing organizational capability, and helping elevate project management practices across diverse environments.
